  4. ORDER OF THE RED BANNER, RARE REISSUE AWARD WW2 Issue. Instituted on August 1, 1924. Awarded for bravery and courage displayed in the defence of the Socialist Homeland. A Reissue Award is an Order which the Soviet Government gave to a soldier in exchange for the same Order of an earlier Type (in this case a Screwback Red Banner) that was no longer authorized by current regulations. These were Issued just prior to the June 1945 Victory Parade in Moscow following the defeat of Germany in WW2. Soldiers participating in this Parade were expected to have the latest Type of Award on their uniforms.
